David Stillman

Executive Director and Board Member (Ex Officio)

David Stillman

David Stillman is a founder and the Executive Director of the Public-Private Alliance Foundation. He has led PPAF project activities in Madagascar, the Dominican Republic and Haiti, and seminars at the United Nations and elsewhere, on renewable energy, alternative fuels, empowerment of women and girls, and other aspects of sustainable development.

During a career in the United Nations Secretariat, Stillman worked on projects and then on policy issues in the Department of Technical Cooperation for Development and the Department of Economic and Social Affairs. He was posted to Pakistan as Assistant Resident Representative with the UN Development Programme, dealing with rural development issues. He became a member of the team that supports the deliberations of the Economic and Social Council and the General Assembly. As a senior officer there, he focused on the strengthening of intergovernmental bodies and UN agencies for cooperation related to development, relief and reconstruction.

Working with several ambassadors, Stilman was the main link leading to the ECOSOC resolution that created the United Nations Public-Private Alliance for Rural Development. This evolved into PPAF. Before joining the UN, he worked in Togo, Ghana and Kenya.

Stillman has been active in the United Nations Association of the USA for many years. He and wife Jeanne Betsock Stillman were also partners in a consulting firm, Strategies for Development, Inc.

Stillman holds a BA from the School of International Service of the American University and an MA and PhD in political science from Duke University. He was a research student at the University of Ghana. His PhD dissertation was on government policies affecting population dynamics in Togo and Ghana. He speaks English & French, and reads Spanish.

Donna Rosa

Donna Rosa

Donna Rosa is the PPAF Board Chair. She is Founder and Chief Entrepreneurship Officer at EFour Enterprises LLC (Empowering Entrepreneurs in Emerging Economies), providing remote business coaching and mentoring for entrepreneurs in developing countries. Her education includes nutrition, food science, and an MBA. After a career working for multinational food companies and ingredient suppliers, she transitioned to international development, supporting micro-enterprises and small businesses in Africa, the Caribbean, Eastern Europe, Central America, and the Middle East.

Ms Rosa also seeks to use food science and technology to address global food and nutrition security. She founded and manages the Food Science for Relief and Development (FSRD) program at the Institute of Food Technologists (IFT) and has written a book chapter on careers in this emerging discipline. In 2023 she received IFT’s Humanitarian Award for Service to the Science of Food. She has long been active in IFT.

Ms. Rosa was formerly involved with the United Nations Association of the USA, serving in voluntary and leadership roles at the local and national levels. Learn more about her professional career and volunteer work at www.donnamrosa.com .

Eustache Clerveaux

Treasurer

EUSTACHE CLERVEAUX

Eustache Clerveaux is a Senior Financial Planner and Senior Analyst at Hudson Financial Group and an Adjunct Professor of Finance at NYU School of Professional Studies, where he teaches investment and wealth management. He focuses on comprehensive wealth planning that helps individuals and families align money with their values and long-term goals. His expertise includes stock compensation (stock options/RSUs), tax planning, retirement readiness, and tax-smart estate and charitable giving.

Clerveaux brings professional experience from Morgan Stanley and JPMorgan Chase. He earned a BA from Purchase College, SUNY and an MBA from Iona University’s LaPenta School of Business. He also completed advanced financial planning studies at NYU School of Professional Studies and executive education in Private Wealth at the University of Chicago Booth School of Business. In addition to his degrees, he holds the Certified Financial Planner® certification, is a Certified Private Wealth Advisor® professional, and is an IRS Enrolled Agent.

Born and raised in Haiti and committed to service, Clerveaux serves as Treasurer in the Board of Directors of PPAF, where he was previously a Senior Fellow. He is a Director and member of the Executive Committee of the Purchase College Alumni Association; and Co-Chair of the Membership Committee at the Association of African American Financial Advisors (Quad-A). He also volunteers with the Financial Planning Association of New York and the Foundation for Financial Planning, providing pro bono guidance to families in need.

Clerveaux frequently speaks on personal finance, investing, and retirement topics. Outside of work, he is a three-time NYC Marathon finisher and a strong advocate for financial literacy and community empowerment.

Carol J. Dabbs

Carol J. Dabbs

As the Senior Coordinator for Investing in People at the Office of the Director of U.S. Foreign Assistance, Ms. Dabbs was responsible for budget formation, program review, strategy development, and sectoral analyses for health, education, and social services aspects of foreign assistance in the State Department. In this capacity, she served as the liaison with the US Agency for International Development (USAID) and State Department health community for the Global Health Initiative.

In the USAID Global Health Bureau, Carol Dabbs was Division Chief for Strategic Planning and Budget, and served as Deputy Director of the Program Office. For eight years, she was Health Team Leader in the Latin American and Caribbean Bureau. During her career with USAID, she specialized in providing support for public health strategy development and project design to USAID Missions in Africa, Latin America and the Caribbean, working in over 25 countries.

Ms. Dabbs has served as Treasurer of the USAID Alumni Association since late 2019, She was Co-Chair of its Membership Committee until she joined the Board. She completed a term as Chair of the International Health Section of the American Public Health Association, where she has also served as Governing Councilor, Section Councilor, and Secretary. She was Co-President and then President of the Arlington VA Branch of the American Association of University Women, and previously Membership Chair and Treasurer. She served over a decade on the Board of Planned Parenthood of Metropolitan Washington, D.C.

Ms. Dabbs graduated from Duke University with a B.A. in Spanish and French and from the University of North Carolina School of Public Health with an M.P.H. in Policy and Management.

Amb. Zina Andrianarivelo-Razafy

Ambassador Zina Andrianarivelo-Razafy

Ambassador Zina Andrianarivelo-Razafy served as the Permanent Representative of Madagascar to the United Nations from 2002 to 2018. Previously he served as Madagascar's Ambassador to the United States, as well as Ambassador to the World Bank and International Monetary Fund. Earlier, he was a senior Manager at Henri Fraise Sons and Company Group in Madagascar and assistant to the President of HTR Enterprises, Inc., in Washington, DC.

Andrianarivelo-Razafy holds an MBA, specializing in International Business, from Ball State University, Indiana; a Postgraduate Degree in Organizational Management from Poitiers, France; a Master’s Degree in Economic and Social Administration, Angers, France; and a Bachelor's Degree in International Trade and Applied Foreign Languages (English and German), Nates, France. In addition to his native languages of Malagasy and French, he is also fluent in English and German.

Jenny started volunteering her accounting skills to PPAF in 2019. Currently self-employed, she has worked in the financial services industry for over 30 years. She holds a BS from Cornell University and an MBA from NYU Stern School of Business.

JEANNE BETSOCK (GINGER) STILLMAN

Jeanne Betsock (Ginger) Stillman was a founding member of PPAF and served as its Secretary until she passed away in August 2024. She was a dynamic presence and achiever in all she did. She is sorely missed.

Ginger Stillman was a staff member or independent consultant with numerous non-governmental organizations, international organizations and universities. She worked in the US and 20 other countries in non-profit management, international public health, gender issues and program development. She was president of the consulting firm Strategies for Development, Inc.

During her career Stillman designed and led training programs in women's health, HIV/AIDS, curriculum design & project management for health professionals in the US and many sub-Saharan African countries, Tunisia, Haiti and for Afghan refugees in Pakistan. She managed multimillion-dollar USAID-funded projects in Tunisia and Nigeria, and with medical and nursing schools throughout Africa. She was part of a team that drafted a five-year business-oriented rural development master plan for the Government of Madagascar.

Stillman was active in the United Nations Association of the USA, where she served for 6 years as President of its Southern New York State Division. Previously, in the UNA Westchester Chapter, she served as Executive Director and previously as Secretary. There she produced the 70-video series "Going Global with the UN."

Stillman obtained a BA from the American University School of International Service, an MSPH from the University of North Carolina at Chapel Hill School of Public Health, and carried out doctoral coursework at Columbia University. She edited the 11-volume Training Course in Women's Health (1993), and supervised the translation into French of a training course on HIV/AIDS. She was Associate Editor of the two-volume International Encyclopedia of Population (Macmillan/Free Press, 1982). Honors include inclusion in various editions of Who's Who in Medicine and Healthcare, Who's Who in America, and Who's Who of American Women Scientists.

In her honor and in memory of her work, the PPAF team of colleagues in Hinche, Haiti named the newly completed site for training, demonstrations and sales of imported and locally made solar cookers “The JBS Workshop.”
